The following proposals have received wide support in the World Parliament voting system. Many of these proposals are also followed by informative responses from other members which are not reproduced here, but can be found under 'Program' ; 'Global Democracy Project' at the original website; www.tgde.org.

Because this subject has very many contributions, some of them have been moved to new chapter, The WPE software.

WPE Outreach

Dear members of the WPE,

with this vote I would like to support Dan Wheatleys recent posting (see old.tgde.org), that did not receive the necessary votes to become part of the program. However, it is a very important vote, since it describes the possibility of organiszing a WPE outreach campaign. That is why I ask you to support the follwing:

Although I am not able to visit the WPE site with the regularity I would like; and not withstanding some of our limitations, I very much believe that it is a noble-minded and worthwhile project.

It is to be regreted that only 415 currently participate in this innovative experiment.

I therefore propose:

1)That the WPE, and all of its members, resolve to engage in a specific project to promote membership of the WPE.

2)a) That the WPE request the Speaker to prepare an e-mail letter that introduces newcomers to the GDE and invites them to visit the site.

b)That such a letter should be e-mailed to all members of the WPE.

3) That all individual members of the WPE should offer personal pledges to send the letter to a number of friends and colleagues, who may have an interest.

4) That they should inform the Speaker of the activities they have undertaken

5) That the Speaker should liaise with the WPE webmaster and give a report back on progress to the WPE 6 weeks after the initiation of such a campaign.


World Social Forum/World Parliament

Insentive for Participating in WPE

I would like to invite members of WPE to think about the idea of promoting more memberships effort to be undertaken. We should think how to increase the membership by making it interesting for them to be a member. Sort of insentives could be think through.


Use of the Forum

The WPE proposes that the forum be used by ministers of each category and other interested members to discuss new votes before they are tabled. Forum is at; WPE Forum

The idea of this is not to influence the meaning of an individual’s vote proposal or pick it to pieces, but to allow for discussion of factual content and the terminology used.

I feel this may increase member participation and lead to a continuum of votes around central themes that deserve more exploration. It may also be more functional than the weekly ‘chat’ session for those of us on opposite sides of the globe.


More Contact and Outreach

I propose that I host a weekly chat (text) session where all interested parties can meet, talk, skype and just generally shoot the breeze.

I would host the meeting on Sunday evenings (CET) just prior to the expiry of the latest round of votes so that people can get some interactive input before progressing to vote.


Voting Period

The voting period for each vote should start from the date when it is created and then counting seven days. At the moment the period is based on weekly rotation (Monday to Sunday) for all the created votes. Because of the existing mechanism votes that are created, let us say on Saturday or Sunday have very little or almost no chance to be voted for the 'Current Vote'. They are also not shown up into the Email Digest which members receive every week.

Coalition

We support the following text and the membership of the World Parliament Experiment in the coalition:

Call for the building of a COALITION FOR A WORLD PARLIAMENT AND GLOBAL DEMOCRACY

General Statement

We are for the creation of a World Parliament elected by all the citizens of the world and able to intervene on global issues like peace-keeping, disarmament, preservation of the ecosystem and cultural diversities, fight against poverty, authoritarianism and terrorism, and on the universal promotion of Human Rights. This World Parliament must be created through pacific means and be part of a global network of democratic decision making on affairs that affect the life of human beings.

Conscious on the existence of an outstanding number of groups, organizations and foundations that are developing valuable tasks according to these goals, we call to the building of a Coalition of all the groups that works for a World Parliament and a Global Democracy in order to avoid isolation and create a collaborative frame. The present coordinating team is open to the participation of organizations and individuals who want to join the Coalition and share efforts in the most democratic and participative way.

Procedure

The first important task of the Coalition is inviting each and every organization which is working on these fields to be an active part of it. The coordinating team will use all the available means for achieving this objective, and among them, the world-democracy.org webpage. Votes will be directed by both this website and the e-mail system. Each month the coordinating team will decide on the agenda for the following month, based on prior months agendas and new proposals. The coordinator will appoint a person to facilitate discussion and decision making on each agenda items. The coordinator may add agenda items immediately if necessary. Members of the CT could also do so if they are the absolute majority of the CT. Decisions will need this percentage of votes of the active members of the coordinating team to be accepted. 2/3 for constitutional matters. Absolute majority for strategic matters. 1/3 for operational matters. The coordinator will decide, with the collaboration of all the members and through a participative discussion, which is the category for each matter.


STRATEGY

1) The CT declares the year 2005 as a transitional period during which its main task is the building of a large and operational Coalition that can make the difference on the promotion of a World Parliament and a Global Democracy. 2) The CT calls all the members and supporters to inviting all the active organizations in the field of WP & GD to share our effort of building a large and operational Coalition for a WP & GD. 3) All the organisations who want to join the Coalition will be accepted unless a member call for a negative vote and obtains 2/3 of the CT votes. The accepted organisations will have one place in the CT. The CT, based on absolute majority, will consider and decide on the eventual requirements of those who, because of their size, ask for more than one place in the CT. 4) The CT considers a registry of the world citizens, a global petition on GD, a web-site on GD and a World Democracy Forum among the most effective strategies for building a global democratic order. Typically, the Coalition will not take on any new initiative on these fields by its own, but it will make a strong effort to bring together all the already existing proposals. 5) The Coalition will use the web-page (www.world-democracy.org) and e-mails as its basic means of decision making. 6) The Coalition will call for bringing together the many existing panels, forums, conferences and public debates on WP & GD in one single big World Democracy Forum to be organized yearly by different cities of the world. 7) The CT will endorse all the existing campaigns on the democratic reform of the UN but call their organizations and members to adopt a larger vision on the different methods for building a global democratic order. The CT will also officially invite them to join the Coalition for a WP & GD.


Membership & Decision making

1) The current members of the Coalition (both individual & organisations)* will be considered as FOUNDING MEMBERS of the Coalition. 2) The FOUNDING MEMBERS who will vote on this proposal will be considered as ACTIVE MEMBERS of the CT. 3) Those who don’t vote on this proposal, those who don’t vote twice consecutively in the future, and the new individual members who ask for their integration will be considered as SUPPORTERS. After three months (six for newcomers), they will be able to ask for their integration to the CT, who will decide on it based on absolute majority. 4) All the organisations who want to join the Coalition will be accepted unless a member call for a negative vote and obtains 2/3 of the CT votes. The accepted organisations will have one place in the CT. The CT will consider and decide on the eventual requirements of those who, because of their size, ask for more than one place in the CT, based on absolute majority. 5) Having finished this transitional period (by the end of 2005 or when the CT will have reached 30 active members), the CT will ask all the organisations that had joined the Coalition to discuss and decide together with the CT the conditions of membership, decision making and strategy of the Coalition for WP&GD. 6) By the beginning of 2006, a big activity will be organised in order to officially and worldwide launch the Coalition and present it to the citizens of the world.


Final consideration and call to vote

These are the agreements that the members of the CT that have participated in the 2005 edition of the World Social Forum have reached. We are proposing these statements to the consideration of the other members of the CT and hope they will be approved by absolute majority among the active members. After that, they can be changed after an appropriate discussion and by absolute majority, too.

Coalition membership

Extent of the legitimacy of the GA decisions

All decisions of the General Assembly related to policy or program issues should be put back to vote either after three years or after the General Assembly's membership increased by a factor of ten since their adoption, this as long as the General Assembly's legitimacy will not have reached a global consensus.

This way, the General Assembly will be able to evolve, increase it's legitimacy as it grows and be open and inclusive towards all it's future members.

I suggest we open a discussion with the aim of the deciding what is, and what is not the tasks for our future world parliament. The name of the discussion should be What to do and what not do to for a world parliament, then everyone can propose items under that head line, like The WP shall be responsible for creating an International Law. uphelded by an International police force. The WP shall not take care of local issues that better can be decided on amore local level etc.


Secretariat for WSF

Can I suggest that the Institute for Leadership Development could get involvement of its WPE members in organising the World Social Forum, by engaging their assistance to become the secretariat during the event.

Apart of getting them to experience the very first hand discussions, it could be a kind of encoragement for more participations to the WPE membership.


Make a WP boating campaign

Francesca Giordano and James Mc Guigan from the world future council want to go around Europe and the rest of the world on a sailing boat minimum 39 feet, and mission about sustainable society projects like the world parliament, world future council and open coop , and make this the mission of their lives for the next years. She wants to stay for a couple of months in each port, talk and listen to the locals, and will not leave until some positive outcome is created. If the food is very good, she might stay longer......

I suggest we support her and her very interesting plans as much as possible.

The WPE urges all member currently active in the parliament to provide a brief summary of their interests and/or experience with specific regard to the voting categories on their personal profiles.

Having done so, members are urged to nominate themselves or others for one or more categories as per Mikael’s nomination as World Health Minister and Brian’s nomination for World Information Minister. Please let me know if there are other current Ministers since I haven't been active on this site for too long. These nomination votes are to be entered under the category of Global Democracy Candidates. Currently candidates are required in the following areas (I think?); Security, Economy, Environment, Economic Aid & Sustainable Development, Human Rights, Science & Education. Those wishing to nominate themselves in another area may also do so, and the vote shall be counted the same. The new category will be added to our 'Wish List' for site development which we will start working on shortly.

WPE finances

The World Parliament Experiment is a project built by the concerned citizens of the world, for the use of the peoples of the world. In it’s most humble form it represents a chance for us to educate one another. At it’s most powerful it could be an effective tool to harness the power of ‘Global Public Opinion’ and return democracy to the international political arena. In a world where the economic power of a few is crushing the basic rights of the many, this forum is beyond value.

The facts are thus; • The WPE has so far cost $10,000 (Eur) to build, plus some further funding kindly donated by members to create recent improvements. • Further improvements are likely to be ongoing and unfortunately the changes are not currently free. • We have a bank account which can receive international donations. This is currently debited for $10,000. • The bank account details are located in the ‘Contact’ section of this website. • It is possible in the future that the website may become free-source, there may be advantages/disadvantages to this. • Such a change will need to be discussed between members, the executive director and the author of the software. • Members interested in contributing financially to the project or would like further information are encouraged to contact the Executive Director Dr Rasmus Tenbergen for more details (see ‘Contact’ section).

The members of the WPE are kindly encouraged to make financial contributions to the fund for developing the website. These contributions should not exceed the financial capability of each individual member, but will represent an investment in the future of the planet.

I have recently been contributing to the efforts of Greenpeace and other similar organisations. I see their work as quite vital for counteracting the destructive forces of greed on our planet. As an example, in my country (Australia) Greenpeace asks members for a minimum commitment of $20 per month. I see this website as part of my own contribution to protecting our planet, and am impressed that we can all have some say in how it works. I am therefore very happy to make small monthly contributions for the furtherance of this project and to ensure its success.

We need a strategy om how to finance a payed core team

Many participants might feel they lose their energy for this project because there are so many decisions made already about changing the website and the way we work, that have not been taking care of, because there is no-one with enoug time/money who have the ability to do this. Therefore some people stop to engage themselves, because it nothing happens anyway.... I suggest we start a special section on how to create financial resources and a paid core team and focus on that in the near future, otherwise we will have problems to move on to the next stage.

Realizing that Humanity today has come to a turning point in history and that we need to create a new democratic world order which can bring in an era of peace, global justice and sustainability of the natural world;

Aware of the misery and conflicts caused by continuing inequity and poverty, the disparity between rich and poor, the collapse of communities and forced migration, the demographic explosion, the oppression of women, cultural and religious conflict, global warming, the pollution of the natural environment, the massive extinction of animals and plants, the waste and exhaustion of non-renewable resources, the multiplication of acts of violence, terrorism, and war, and the risks of spreading weapons of mass destruction (nuclear, biological and chemical);

Online demonstration: A World Parliament can actually work!

Dear friend of the WPE,

In the past, you have expressed some kind of support for our World Parliament Experiment (www.world-parliament.org) or for a World Parliament in general. Therefore, we ask you to participate in a project we plan for next month: an online demonstration that a World Parliament on the internet can actually work. Some of the WPE members have expressed complaints that it can be frustating to be a lonely contributor of unorganized comments on the website. That is why we would like to invite you to a limited organized effort between May 15th and June 2nd :

During this time period we plan to test the potential of the project through activities on our website, discussions in online working groups, weekly chat meetings and a final evaluation of possible future projects. This is not necessarily a big time investment for you, even a few minutes of online comments would be very helpful for us.

This mail is not a mass e-mail, it will be sent to a group of 30 people who made a special contribution to our project in the past. This does not mean that the project should be exclusive, on the contrary: please free free to forward it to anyone interested you know.

If we know your phone number, we will try to call you after May 1st to organize the project and discuss your potential contribution. If you do not want to be contacted please send a blank e-mail back to us. If you want to be called and we do not have your phone number please send it to us. We will ask you, which of the following contributions you can make in May or later:

here is a first draft proposal of an agenda for our test project between May 15th and June 2nd:

1. decision on the agenda 2. discuss the general idea of the project: is it a good idea? should major aspects be changed? 3. discuss strategy: what should be done to make it successful? 4. discuss purpose of the test project 5. show to outsiders how the project works, write proposols and comments on this website 6. discuss possible work division inside the organizing team 7. discuss important political issues (examples: Iran crisis, UN reform, climate change) 8. create resolutions and possible campaign plans that could be implemented after the end of the project to show how the project could work in the future 9. start the creation of a detailed project plan for the project as a whole 10. elect representatives to do something on behalf of other members to show how this aspect could work in the future 11. discuss the relationship of this project to other projects that have a similar goal related to global democracy and world parliament 12. any other business

Purpose of the Experiment

To show

- that a World Parliament (at the beginning on the internet, later in real life meetings), elected by the people of the world based on one person, one vote, is possible, if only the people of the world individually decide to support it, - that support can grow in a fast and sustainable way - that it can capture the attention of the public, and - that it can influence real life developments in a very positive way.

Objectives

First phase (May 2006 project):

- to establish a group of 10-20 people who o support the general idea of the project and discuss the best way to go forward o make contributions to the website so that interested newcomers (participants, donors, media etc.) understand what is going on and find it attractive to relate to the project o test the potential of the project and underlying assumptions o create an organizing team with work division for the different areas (website content, software development, financing, outreach, PR, networking etc.)


Later

- to create a longer phase of exponential growth of supporters to show that mass support is possible (maybe supported through delegated voting mechanisms) (to be quantified) - to establish a serious political process with elections, resolutions, campaigns and lobbying to show that this is in the long run really meant to act as a shadow instution with real political influence (to be quantified) - to become part of public discussions in media and academia (to be quantified) - to create a list of success stories: cases that demonstrated a positive impact of the project to real life (to be quantified)

Co-operate with Simpol

I suggest we start negotiations about a co-operation with Simpol, www.simpol.org . I had many contacts with John Bunzl, the founder of Simpol, and he has shown intest in a co-operation. The aim of Simpol is in very short terms to convince politicians that we need to make some global changes in order to save our planet, and that politicians all over the world can saty that they are willing to do this, provided that the other politicians also agree upon this. This is a very interesting implentation startegy, but in order to this, we also need a democratic policy making structure, and that where WPE can have a complementary function. (This was already proposed by Tenbergen 2 months before)


objectives of the test project

Objectives of our test project in May 2005 are:


1. Active participation of many members (at least 20) on the website, they should all write at least one proposal 2. A resolution on something political supported by at least 15 members 3. A strategy paper with recommendations for the future of the WPE supported by at least 15 members 4. An election of someone that gives this person a democratic mandate supported by at least 15 members

Strategy for critical mass

I propose that the WPE should select a single event, a window of opportunity, (e.g. the US elections 2008) that could in one set create the critical mass that is needed for this project.

In the period between now and that event, the focus must be on (i) formulating the ideals of the project, (ii) translating these ideals into an appropriate set of tools (e.g. the website, publications, stunts, smaller cases, personal networks, prominent support,...), and (iii) developping and testing the appropriate technology and capacity.

SUGGESTED COMMON PLEDGE TO UNITE WORLD DEMOCRACY SEEKERS We, the undersigned world citizens, invite all fellow citizens, lobbyists, political, religious and philosophical leaders, organizations and communities, governments at all levels and intergovernmental authorities to join us in declaring 1. We support and, where possible, will implement, fairness in world affairs 2. This requires respect for humanity and our environment before sectional interests whether national, military, financial, doctrinal or otherwise. 3. Until more democratic authorities are established, we support tribunals and declarations of rights and responsibilities as agreed among the great majority of governments in open forums. 4. Purpose of the Experiment

To show

- that a World Parliament (at the beginning on the internet, later in real life meetings), elected by the people of the world based on one person, one vote, is possible, if only the people of the world individually decide to support it, - that support can grow in a fast and sustainable way - that it can capture the attention of the public, and - that it can influence real life developments in a very positive way.

Objectives

First phase (May 2006 project):

- to establish a group of 10-20 people who o support the general idea of the project and discuss the best way to go forward o make contributions to the website so that interested newcomers (participants, donors, media etc.) understand what is going on and find it attractive to relate to the project o create an organizing team with work division for the different areas (website content, software development, financing, outreach, PR, networking etc.)


Later

- to create a longer phase of exponential growth of supporters to show that mass support is possible (maybe supported through delegated voting mechanisms) (to be quantified) - to establish a serious political process with elections, resolutions, campaigns and lobbying to show that this is in the long run really meant to act as a shadow instution with real political influence (to be quantified) - to become part of public discussions in media and academia (to be quantified) - to create a list of success stories: cases that demonstrated a positive impact of the project to real life (to be quantified)

Manifesto for a World Parliament

We, the World Parliament, seek to establish democratically elected, transparently operating governing institutions that will institute a binding and enforceable international justice system to represent all Global Citizens and mediate and administrate between nations on matters of shared interest.

These institutions will replace the corrupted international voting and veto systems currently existing, which are now prohibited and will be deemed insurgent as of the First day of January 2012.

Consequently, the activities and decisions of the World Bank, International Monetary Fund, World Trade Organisation, United Nations Security Council and any other ‘global’ institutions not in possession of a ratified World Parliament democratic report will be suspended as of the First day of January 2012 pending review by the Parliament. Such institutions may be given the opportunity to meet reform targets set by the Parliament prior to being suspended.

Cessation of Conflicts. We, the World Parliament, hereby prohibit the use of force and/or violence by nation states against other nation states for any reason without the decreed sanction of the World Parliament. All transnational conflicts will cease or be deemed insurgent as of First day of January 2012.

Registration of Corporate Citizens All Corporate Citizens operating in two or more nations will be required to register with the World Parliament, and submit the details of all dealings in each nation of operation. These submissions will be assessed by the International Corporate, Environmental and Social Justice courts. Where unacceptable standards are found to exist, Citizens will be offered a period of mediation to bring these standards into line with International guidelines.

Corporate citizens failing to register by the First day of January 2010 will be considered rogue corporations. Their business assets and dealings will come under the administration of the World Parliament, to be run by local worker cooperatives and/or unions where possible.

Invitation for the Governments of Nation States to register with the World Parliament. Governments of Nations will receive their invitation to join the World Parliament by the First day of July 2008. To become a registered Government, a nation will need to share the full details of the nation’s financial and sociological details at both the domestic and international level with the impartial and transparently democratic administration. Governments will also have to pledge to uphold the values of global democracy and demonstrate to the administration their willingness to adopt institutional reforms decreed by the Parliament.

Unregistered Governments will not be allowed to have dealings with Registered Governments or Corporate Citizens. The discovery of such dealings after the Formal Ratification of the Parliament will be viewed as supporting terrorism, and will result in consequences for any Registered Corporation and Governments involved.

Motion for a Contest to Promote & Link World Unity Day and the World Parliament Experiement

I propose that for World Unity Day in September 2006 we organize and develop a contest inviting people to propose activities or initiatives that we can vote on through the World Parliament Experiment that will demonstrate our human unity. These could be either proposals or initiatives that are included as a part of the Global Partnership for World Democracy�s Agenda and Action Campaign OR that could be carried out on World Unity Day. We could give some kind of a prize to the best ideas, as well as recognize the winner or a number of winners, and also distribute a message or announcement and press statement promoting the winning entries.

The competition could be discussed and announced on the email list of the Community of World Citizens beforehand and thus be included as a part of the activities that will be used to promote World Unity Day this September. It should thus provide a means to interest world democracy activists in the World Parliament Experiment, as well as all of those that we tell about World Unity Day.

Thus , one of the entries that I would personally like to propose would be to invite people to contribute ideas for proposals or initiatives for the Global Partnership�s Agenda and Action Campaign on World Unity Day, thus focusing on how we could deal more effectively with and actually solve our common global challenges. Other proposals could include such things as: cultural events and activities expressing our common humanity or world unity; an essay and exhibit demonstrating our Common Heritage Rights to the earth and how they could be protected and advanced with appropriate taxation policies; focusing on the need to make a rapid transition to full sustainability and to fully eliminate poverty as a means of honoring and respecting our human unity, our common humanity, and ensuring the survival of our species; etc.

I have also made a number of suggestions linking the awarding of the UNESCO Peace Prize to Justice Weeramantry (who was nominated by City Montessorri School) on September 21, the International Day of Peace, and World Unity Day. Judge Weeramantry issued the 1996 International Court of Justice ruling that all nuclear weapons states are obligated under international law to negotiate in good faith and to begin to dismantle and eliminate their nuclear weapons.

I have thus proposed that the Global Partnership for World Democracy launch a campaign on World Unity Day to hold leaders of such nuclear weapons states personally responsible if they refuse to begin to dismantle their nuclear weapons and similarly calling for any political leader that engages in aggressive military action to be held personally accountable as well under international law and thus liable to be tried by either the ICC or an International Criminal Tribunal.

So as a first step we could first vote on a motion to support and carry out these suggestions; and then we could invite everyone to make proposals for how we could effectively implement them - which could include suggestions for a media event, public relations campaign, developing a strategy plan, etc. If there is support for this, then we could draft such a motion and post it on the WPE website as a future vote and then send a message to the Community of World Citizens as well as others asking them to go there to vote on the initiative and to begin to make suggestions for how we could promote and implement it as well.

In addition, Josep Ortega has sent a message about the PeaceOneDay activities and the International Day of Peace and set up a discussion forum to discuss how these initiatives could be linked with World Unity Day. Thus I think that we could suggest that these suggestions and recommendations from this discussion could be turned into motions and that we should invite all of the participants to use the WPE website to vote on the proposals and motions that are made. As a first step, Rasmus could contact Josep and suggest a means for linking the WPE website with the discussion eForum and thus operationalize and formalize the voting process.

If there are concerns about any part of this proposal then I would be willing to modify or amend it or to break it into seperate pieces so that we can vote on each part of it seperately.

I just tried tolog in to the forum in oder to present this proposal there too. I have a serious problem finding the red thread, when we are using three different debating systems with this forum, the otherforumand the chat, with separate softwares and different logins. My practical computer skill level and bad nemory for passwords creates problems here. I feel like being lost in the jungle. I suggest that we should at least make summaries of what is happening on the other forums and put then here as proposals, so thet we can follow everything that is happening there here. I also suggest that we shall incorprate all theese different communication system in thsi system, with one web adress and one login.

Attention NAP students 2006: Proposal for shift in course direction/project

An environmental phenomenon has occurred in the middle of the Pacific Ocean. An island the size of Germany has emerged from the waters with sweeping coastlines, rolling plains and rugged mountains. To stave off any battles of possession, the UN has decided to send 250000 citizens from every country in the world giving it a population of roughly 50 million. The UN has also invested our class as the governing body of this new nation. It is up to us to decide what kind of nation this will be. We will have to negotiate amongst ourselves what kind of political system, foreign policy, educational system, environmental policy .... we will adopt. Will we delegate ministerial portfolios to each class member? Or will there be a dictatorship? How will we allocate the budget? Once we have an idea of what kind of country we will have, we will then have to participate within the international system, acting and reacting to real events.

Will the end result be a utopia? Or just a reflection of our own interests? Will we be a nuclear power? Will we grade our school system? Will we recognise Taiwan as a country? We have the power to decide all these things.

This framework for negotiation will give us much more direction in class rather than just arguing majority or moot points. The yellow paper will still exist as the country's constitution, and those taking the course for credit will still be able to follow and analyse the process of decision making and organisation.

Dear friends!

In the connected forum of the Coalition for a World Parliament and World Democracy (http://www.world-democracy.org) under World Democracy in Theory, I put an article Upgrading Alliance's government principles, divided into two topics. As you probably know – the Alliance for responsible, plural and united world (http://www.world-democracy.org) is a member of Coalition, and it published many articles about world problems and possible future world order. The article Principles of governance in 21st century attracted me because these principles differ from today’s human acting, and Alliance demands some very basically changes in our society, in our behaviour and in our consideration. The main accents are responsibility of the government and its support at organizing cooperation and dialogue between different partners. The government must also strongly regulate exchange of non typical goods as energy and knowledge, and achieve long term strategies in community development. But as I see, the authors don't give us any concrete proposal, how to achieve their ideas.

I tried to find one possible way to overcome problems, seen also by the Alliance, and come closer to the world we all would like to see.

Proposal:

The solution could be a system of preventive control, what people (and governments) intend to do. Much of the harm to the nature and to other people is done because of too large human's freedom and too late control, what people are allowed to do all over the Earth. The system would be based on the very fundamental principles and rules of respecting human and complete natural life. Technical solution of the system will assure that these rules couldn't be violated and it will prevent any privilege of individuals, groups and communities. The control system would be positioned also above any kind of government. Democratic decisions with dialogues and voting will have to be in the range of these fundamental and controlled principles.

The detailed explanation of this proposal with answer to the mentioned Alliance's article is given in the forum article.

I think that one of the first WP's tasks could be definition of these fundamental principles and realizing them in proposed control system My intention is not only to put this proposal to vote, but to start wider discussion and find also other, if possible better ideas. So, dear friends – it is not a short article – but I ask you to take some time and read it anyway. Its content is also closely connected with my former two articles in the same forum. But probably also the Alliance should be read. To understand that we need deep changes in valuating of our "goods", we must go with considering forward (or better – far more backward in history) from simple stating that world democracy will solve all our problems. We must not only put the market economy into frames where it belongs (as Alliance says), but we must also find a space where the democracy can function effectively.

I'm reading now also the newest book of George Monbiot: Heat. He did really a great work in researching technologies and social and political possibilities to cut our Earth pollution down. There is a noticeable move in his consideration from his former book. He came from the presumption that mental metamorphosis is happening in peoples' heads to the recognition that much more regulation is needed, if we want to realize the most important projects for lowering our energy consumption and changing our energy sources. In this sense – but for any field of human activity – my proposal for preventive control is intended.

Dear Janos and other friends!

I read your answer also in the Forum. I don�t have any objectives against opposing or abstaining to my proposals, but what I would like to achieve, is a little more argumentation in conversation among us. If I found my own opposing to a certain proposal, I try to find and explain why I think or feel like that. If I agree, I try to develop those thoughts forward. It takes a lot of time, but I think it�s worth.

I know that many of my proposals are radical and that they could be achieved with gradual but serious changing of many things. But if you don�t have a vision, you won�t take the steps toward it too. I know that it is difficult to answer �yes� or �no� to such proposals with not taking enough time to reconsider and analyse things from your point of view. But if you did, I (and probably many other) would like to see your views written down for all of us.

I really think that production of healthy food for all people, without having (too much) profit interest, is a large problem. Try to think and find difference between how much fields are we using today, and how much food can we produce on these fields only with natural dunging and crop rotation, without artificial fertilization, pesticides and genetics. For how many people this food will be enough? I am sure that you will find also many connected questions, which you (we) will have to answer (solve) in this context. I am sure that all information we need, we can find on the Internet...

Our situation is very complex and our problem is that with solving particular questions we rarely consider what will happen with other connected fields. If you want it or not, the women are with their different and more complex way of thinking much more appropriate to solve complex problems. Believe me, if the role of kitu CRM ierees in the politic would be inverted, there would be no wars on the Earth. Maybe the politic exist only because the old Greeks (democrats) didn't have other things to do... In any case, the improving world demands cooperation of many dedicated people without any personal self-importance and profit inclinations. Therefore we need conversation and explanations, based on the real data and written down in forms, which will allow in the future to find and take from all proposed only the best, and in a given moment the possible.

Improving the world means that we want it without wars, with clean environment, with healthy nature and our food, without exploiting people and nature. Is this too much to want? In this point we must answer to one question: do we really want this for all people?

Not long ago I heard on the Slovene radio a report about one English writer or philosopher (I don't remember his name), who is standing on the position that humanity will decay from poisoning and nuclear wars on the Earth, if we will not expand in the space. Is this not a height of sarcasm and ignorance? Expanding seeds of our violence, exploiting, robbing and destruction among other civilizations (if we will find them), before and instead trying to heal our frustrations for much fewer costs inside our own home, is a direction, which doesn't want to change anything here and now. For many people this will not be a sign of fear against decay, but a sign to go on with robbing and killing. Unfortunately today these are the people, who already have the power for robbing and killing....

I want to tell you that with abstaining from the problems we show that our lives seem us quite nice and that we are really not willing to put our energy in directions toward improving world. I know many people who shout: "Yes, this is the right thing", when they talk with the person who gave some proposal, and: "No, this is a shit", when they meet her/his opponent. We must be different � able to find arguments and proves for our opinions, but also be able to discuss about opposite...

I am still hoping that I will find all this here...

Make a World Democracy Bibliography

Let us begin discussion and planning for the World Democracy Bibliography From Worldparliament

We have already started to build a World Democracy Bibliography ... to gather together the surprisingly large amount of material that has already been done on global democratization and world parliamentarianism, etc.

It is not yet part of the official proposal before the Assembly, but we need to start talking about where to post such a bibliography, and how to make it a collaborative project (if at all). There will be additional "enabling legislation" on the basis of the outcome of this discussion.

This is the first important step in what can be developed into a full world democracy communication portal.

Sounds interesting. Could you use part of this wiki to house the bibliography. Do you intend to source open-access articles only or lists of books too?

Anonymous proposals

created by Mikael (1303) - 05 Mar 2007, 17:37 I suggest that all proposals should be anynomous to the participants, and that the name of the person who made the proposal shall not appear until the primary production phase, the votings and the debate, are over.

This in order to avoid ego conflicts and focus on what is being said rather than who is saying it. Anynomity is actually a standard procedure in scientific peer revievs and for example European Union project bids.


The world parliament should be careful not to interfere with free speech

The world parliament should as much as possible not be involved in opinions regarding if movies, books, newspaper articles are good or true. This riscs to be interpreted as a totalitarian tendency, interfering with the freedom of speech, which is one of the basic and most important human rights.

I have so far fortunately very seldom seen democratic governments condemning books or movies. The most famous examples of governments interfering with free press is many arab regimes condemning the Muhammed cartoons by the Danish paper Jyllandsposten, The Irani regim condemning the Satanic verses and the Hitler regime burning books of jewish and suspisious origin. I do not want the world parliament to be associated with theses activities.

The WPE Booklet

The International Law book can be one part of the booklet, and we shall use the next two weeks to decide the basic structure and content of the booklet. I did put this future vote directly into this site without going to the Wiki first mainly in order to reach out to everyone with the information, so that you can participate directly on the wiki. Proposals for WPE system and software changes

As continuation of the "List of approved proposals on improvements on the WPE software�" created by Mikael, I am putting some my own proposals about necessary changes of the WPE software. While these proposals also touch the way, how the WPE is working, I put them into separate proposals.

I kindly ask the members of General Assembly to consider and decide about:

New voting categories The WPE Software Changes and The WPE System Changes

On the Wiki-site the new category The WPE Software was opened, where the accepted proposals for software changes were redirected. This category should be opened also in the WPE voting section, so that all these proposals about changing software for WPE website should be placed there.

I propose one additional category "The WPE System Changes", where more important proposals about ways the WPE should work will be placed. In this way the difference and larger overview between pure technical improvements of the WPE software and the philosophical solutions of the WPE operating could be achieved. Of course also these proposals would consequently demand changes in the WPE software.

Create The WPE Booklet using the WPE wiki site.

Limitation of delegated voting

I already wrote about danger of delegated voting. In case of longer, complicated and good explained proposals there is a possibility that people (because of lack of their time or of their will) don't read the proposal well and vote not enough informed and prepared. In these cases they will vote more according to their former beliefs and not according to the information given in the proposal explanation.

In this case I can't agree with Jan Mikael that the proposals simply must be short. It is good that we prepare short and concentrated text of the proposal itself, but the description, which show where we got the reasons must be also presented in the (for all) understandable form. We can't afford that in the debates with opponents we will claim some facts, but have already forgotten, where we have heard them, or how they are connected with our lives. These explanations should be distinctly from the proposal separated texts or somehow to the proposal appended or linked files. But they should be read and understood before voting. Beside this the situations, about which we are deciding, are so complex, that many factors, and among them already accepted decisions influence to the development of the proposal. Many times the certain things are not clear enough, and people should be asked for their opinion and comments.

The problem can be uninformed voters with large number of delegated votes. If they do a missed vote for themselves, it is not a large tragedy. But they have power to make with distribution of their false vote large injustices to the proposal, in which the author has invested a lot of his time and work. The reference on voting according to our consciousness and trust of many people to our right decision has nothing to do here, because this is voting according to our ignorance.


The second reason for this proposal is that much more than 95% (98 – 99%) of given votes are delegated. This is not in accordance with explanation that delegated voting is intended for those who don't have easy access to the internet. I think that voting is an important mechanism of personal expressing and it should be done personally as much as possible. Delegated vote should be really given for this aim, or if we trust someone so much that we give him the permanent right to vote for us. But this should be also limited to certain period of time and then renewed again.

The random selection of the person, who will vote for us, seems to me only statistical spreading to more votes. But because it depends on the way, how the software is selecting our representatives (are we sure that the distribution is really done randomly?), I will ask you a question: Do we really want that machines decide instead us? If these votes are really spread randomly (that means that in average every voting person should receive approximately the same number of delegated votes), we didn't do nothing. But if the software fails, what we did then?? With delegating our vote we really said: let it be as other say… With this option I think that we only support our laziness… If this works in an other way, this will have to be explained much more detailed as it is now.

But these questions I still didn't succeed to evaluate enough. So also because of them and because of potential consequent problems I propose for now simple the limitation of this kind of voting.


According to the future foreseen delegation in real World Parliament (as proposed by G.Monbiot, to represent certain number of people in geographically enclosed territory, but not representation on national levels) it seems to me urgent that delegation power should be limited. The limitation can be a certain percent of the entire GA membership (maybe 5%, or 30 members of today's GA), but maybe also defined in some other way. That means that no one could be able to vote with his decision for more people than defined with this limit.

Please give the ideas, how else the delegation could be limited.
